Abstract
In Eastern Europe climatic conditions are more negative, approaching the extremes that can lead to deterioration processes of human life. Despite this, there are no territories in Eastern Europe, where it would be impossible to create, close to comfortable conditions of human life. However the solution of these tasks requires the rising cost of life, economic activities, and the safety of life.
